The Octagon Finance team is composed of seasoned professionals with expertise in historic tax credit redevelopment, credit markets, project management, and finance. We bring a wealth of experience that enables us to expeditiously assess development projects, underwrite loans, and close financing for developers of qualified tax credit projects.
The firm’s two principals, Sean Stalfort and JP Williamson possess over 40 years of combined real estate and finance experience. Williamson, who focuses on real estate and urban infill development, has been responsible for the development of over 2 million square feet of commercial space and 1,500 residential units, and execution of a variety of large scale historic tax credit rehabilitation. Stalfort, who specializes in capital markets, finance and structured finance, has closed more than $3 billion in real estate and asset based transactions at various institutions including Greenwich Capital and CS First Boston.
The team processes each loan application by separating each request into review categories emphasizing each team member’s strengths:
Our Business Development Group fields loan requests, works with developers to determine finance solutions, and serves as the borrower’s primary point of contact throughout the loan process. They bring years of experience in business development with a specialty in historic and new market tax credits. Our professionals frequently participate in national tax credit conferences and have built extensive relationships with tax credit developers, investors, and syndicators.
The Finance and Risk Management Group reviews developer and project financials, qualified expenses, and monitors the loan disbursement and accounting for each transaction. They bring over 15 years of experience in tax accounting and auditing with large CPA firms with a focus on non-profits and real estate.
The Construction and Project Management group reviews each project’s construction documents, budget, and associated financial records. They possess over 25 years of construction management, project oversight, and infill and historic tax credit rehabilitation experience.
The Entitlements and Regulations Group reviews historic tax credit documents, local government process and approvals, and environmental information for each project. Their 15 years of experience in architecture, urban and environmental planning, and historic preservation provide a broad background for reviewing a variety of application components.
